Why not look at the strategic process as a gold standard and then look at the rework in this light for how people are (further) engaged?

Why not look at the time horizons for any strategy (and subsequent plans dropping out / emerging from strategic choices) and rework evolves into practical work on foresight and futures work (to get it away from BS of processes or ball glazers) thence develop strategic options from there?
