What is it with writing, writers, and the generation of basic documents where the word 'that' is added in regularly?

Take the piece above and ask what purpose the 'that' serves in 'We strongly recommend (that) communities.....' It is a trait getting me on my soapbox - and I am no grammar buff.

Interestingly, as AI does generate searches, we are also witnessing the plethora of pieces offering up nothing more than a search engine. Your points reinforced regarding writing to add value, to build on the base knowledge available, freely or with a cost?, to all of us.

Insightful developments required as wider considerations in how we are, possibly, on a plateau regarding knowledge, understanding and how we build, individually and collectively, on what was and is to create meaningfully for what can be.
